Carl Schnee, Esq. Chair
An attorney who has served in many capacities, Carl previously held
the post of United States Attorney for the District of Delaware. He
has been involved in a number of youth-focused nonprofit
organizations and efforts, including the YMCA Resource Center, SURJ
(Stand Up for What's Right and Just), the Delaware Center for
Justice, and the Task Force Committee and the Ad Hoc Committee on
the Arts at Ferris School.
Jennifer B. Ranji, Esq. Vice-Chair
Jennifer is a registered lobbyist in Washington, DC and in Delaware.
She previously served as Deputy Legal Counsel to Governor Thomas
Carper and as the chairperson of the Delaware Child Protection
Accountability Commission.
Ellan Wharton, Secretary
Ellan Wharton represents business and non-profit clients before all
levels of Delaware government. Before establishing Wharton
Consulting LLC, Ellan was an attorney and registered lobbyist for 27
years with DuPont in both Delaware and Washington, DC.Al Snyder, Treasurer
Al served as Executive
Director of Children and Families First, one of Delaware's largest
statewide nonprofit agencies, for more than 20 years. He is a
member of the Child Poverty task Force and the Delaware Healthy
Mothers and Infants Consortium, and also is past co-chair
of Governor Ruth Ann Minner's Task Force on Infant Mortality.
Currently, Al serves as Acting Executive Director of Girls, Inc.
Art Boswell, Director
"Boz" is the Director of Neighborhood House, a nonprofit provider of
family life programs, counseling, tutoring, day care and other
community services in Wilmington's Southbridge neighborhood. He
previously served the city of Wilmington as Administrative Assistant
to Mayor James Sills.
Mary Davis, Director
Mary is a registered
lobbyist and has been employed by Ned Davis Associates for more than
10 years. Prior to joining NDA, she handled areas concerning
corporations, mergers, acquisitions and general corporate law while
working for the Office of the Secretary of State in Delaware. She
currently serves on the board of Harvest Years Senior Center, the
First State Gridiron Association, and Delaware Guidance Services.
John Dorsey, Director
John is a bankruptcy litigator with the Wilmington firm of Young
Conaway Stargatt & Taylor, LLP. Previously the State Director
for United States Senator Joseph R. Biden, Jr., he received
the Distinguished Service Award from the Delaware State Bar
Association in 2001.
Tom Eichler, Director
Currently the Director of Operations for Nemours Health & Prevention
Services, Tom previously served Delaware as the Secretary of both
the Department of Health & Social Services (1985-1993) and the
Department of Services for Children, Youth & Their Families
(1994-2000).
Ed Freel, Director
Ed is a teacher and policy scientist for the Institute of Public
Administration at the University of Delaware. A long-time consultant
and aide to Senator Thomas R. Carper, Ed served in the Carper
administration as Secretary of State.
Jonathan Katz, Director
Jon is a financial analyst for the Siegfried Group in
Wilmington. Previously, he was employed by JP Morgan Chase and MBNA.
He holds a Bachelor’s degree from the University of Delaware, and is
currently pursuing both a Masters degree in Organizational
Effectiveness, Development and Change, and Masters degree in
Business Administration from UD. George Krupanski, Jr., Director
Since 1990 George Krupanski Jr. has served as President & CEO of the
Boys & Girls Clubs of Delaware. He is also President of Dynamic
Management Associates, a twenty-five year old management consultant
group for non-profit agencies providing training and consulting to
dozens of groups. George also serves on the faculty of Springfield
College’s School of Human Services teaching courses in management,
fundraising, and social change.
Ernesto López, Director
Ernie is the State Volunteer Coordinator for 4-H
Youth Development at the University of Delaware. He has worked at
UD since 1999 in various administrative roles including serving as
the Associate Director of Undergraduate Admissions and Coordinator
for Multicultural Recruitment. Ernie earned a Bachelor’s degree
from Gettysburg College and a Master of Arts from Delaware. He is
currently enrolled in the doctoral program in education leadership
at UD. Jane Maroney, Director
Jane has long advocated for children in many capacities. Before
coming to Delaware she worked and lived in New York City,
Washington, D.C. and Europe. Jane served as a State Representative
in the Delaware General Assembly from 1978 to 1998. Currently Jane
is the Chair of Connecting Generations and serves as a Member and
Trustee of the Christiana Health Care System.
Roy Miller, Director
Roy Miller serves as President for the Children's Campaign, Inc. He
is a former partner in a governmental relations and consulting firm
and has extensive experience in campaign planning and execution. He
managed the campaigns of candidates affiliated with both political
parties as well as non-partisan judicial races and referendum
issues. His winning average exceeded 80 percent. Roy has extensive
experience in youth policy analysis in juvenile justice,
deinstitutionalization, and alternatives to judicial processing.
Michael Ratchford, Director
Presently employed by W.L. Gore & Company, Mike served in various
capacities in the Administration of Governor Michael N. Castle,
including Chief of Staff. He is a registered lobbyist in Delaware
and Maryland.
W. Laird Stabler III, Director
Laird founded the government relations firm of Laird Stabler &
Associates in 2000. A registered lobbyist and Delaware attorney, he
previously served as legal counsel to Governor Michael N. Castle.
John Taylor, Director
John Taylor is executive director of the Delaware Public Policy
Institute. He retired in July 2005 as the editorial page editor of
The News Journal Co., a post he had held for 22 years. He is also a
past president of the National Conference of Editorial writers and a
current member of the NCEW Foundation board.
